Article Abstract:

Russia's State Duma is likely to be dissolved in the but its members seem unlikely to allow dissolution of the Russian Parliament's lower house because of the powers that come with being a member. Popular opinion points in a direction where people and politicians are both calling for the abolishment of the Duma and its members seem consigned to their fate. It seems unlikely however, that dissolution will come any time soon.

Boris Yeltsin has named Chubais, his former chief of staff, to be first deputy prime minister, which will be the only such position when the three existing deputies are demoted or dismissed. Chubais will be responsible for enforcing tax collection. Other restructuring by Yeltsin is discussed.
