Yasser Arafat is enforcing securitiy measures in Palestine where incittmenet to violence has been banned and journalists have been arrested for seeking a reaction to the Wye agreement from Sheikh Yassin. Palestinians are concerned about whether measures to tackle acts of terror will apply to Israelis as well as Palestinians. Palestinians are concerned that the Wye agreement puts them in a poor position, and their concerns include the layoffs of 12,000 men due to cuts affeting security forces.
