Evaluation and planning: inseparable concepts

Article Abstract:

Evaluation can be regarded as a key element of planning. It is interesting to assess the function and content of evaluation in eight theoretical positions: rational comprehensive planning, advocacy planning, incremental planning, strategic planning, implementation-oriented planning, negotiative planning, transactive planning and communicative planning. Particular attention must be given to the link between learning, decision making and action in different planning approaches and the implications of this for the role and function of evaluation. It is important to be aware that both planning and evaluation science are undergoing change.

Public consensus and planners' expertise: a twofold problem for Italian planning law

Article Abstract:

Any new planning legislation in Italy must focus on giving new order and a general strategy to the country's planning system. This is the main goal of the proposal to reform Italian planning law put forward by the National Planning Institute. However, the proposed law appears to overlook the vital significance of public planners and citizens. The law will not make it possible to address the problem of inexperience among public planners and the fact that Italian society is still sometimes opposed to planning regulations.
