GIs come back?

Article Abstract:

The Philippines are islands located in a region where tension has been increasing, and the local armed forces lack strength. This has led to a reassessment of relations with the US. The Visting Forces Agreement is a measure to regulate the joint training of US and Philippine servicemen. The US had two military bases on the Philippines which were kept on after Philippine independence until after 1991, when there was a vote to close them down.
