The Basle Committee on Banking Supervision and the International Organization of Securities Commissions signed a joint cooperation agreement, but they are still far apart in deciding standards on capital to cover credit risks. They are closer to accord on risk-management standards.

Article Abstract:

Basle ratios were created by central bankers to raise the falling level of capital against loans. The ratios require banks to have $8 of capital per $100 of lending. There is dispute as to whether the ratios are making banks safer and more stable.
