The Debt Management Office (DMO) issues debt for the British government and pension fund manager are concerned that they cannot buy enough long bonds, maturing from 15 to 30 years time. Bond prices have risen and yields have dropped as a result of the shortage, and this has hit the sums available for pensions. Clearing banks and other investors need short-term bonds, so the DMO cannot focus too much on long bond issues. US pension funds are more prepared to use corporate bonds, but British regulations tend to encourage the purchase of long-term government bonds.
