Global warming and the role of tradeable permits

Article Abstract:

The 166 nations at the Kyoto Conference in 1997 agreed to reduce greenhouse gas emissions by at least 6% below figures for 1990 by the year 2012. It was also accepted countries would be able to trade permits. A tradeable permit system had yet to be set up in the UK although some major firms want to set up a scheme in the UK by Spring 2001. Permits are issued according to an anticipated level of pollution which is based on a company's output. Firms which are able to produce less pollution can sell their permits. The level of greenhouse gases have increased mainly due to carbon dioxide pollution.

Costs of operation in the road haulage industry

Article Abstract:

United Kingdom road hauliers are concerned about increases in tax on fuel. The rise for diesel fuel, which is used by most vehicles in the industry, has been greater than for ordinary gasoline. Meanwhile, Vehicle Excise Duty has also increased. The government aims to protect the environment through its policies. Environmental costs would not be taken into account by road hauliers, but tax increses can cover pollution costs. A tax increase on vehicles does not rise with usage, so may not be effective in curbing usage, but taxes on fuel do increase costs with usage, so may be effective.
