Growing pains: children in prison

Article Abstract:

The British Prison Service is under attack for keeping juveniles in prisons with adult offenders. The law allows underage offenders to be held in adult cells if absolutely necessary, but overcrowding and shrinking budgets are causing the exception to become the rule. A high court ruling on Aug 19, 1997 that the Prison Service was breaking the law by holding a 16-year-old girl with adults has resulted in an investigation of the service's policies. Although only 71 girls under 17 are being held by the Prison Service, there are 1,294 underage boys in custody, who may also be affected by the ruling.
