IBM is certainly not thought of as a monopoly anymore, even though it is expected to control 83% of the mainframe computer market in 1996. Its dominance in software is also greatly underestimated, though it is not subject to antitrust investigations like Microsoft has been.

Hobbled: health care

Oregon has created health care reform bill that reduces Medicaid costs by limiting medical care for the poor to the most important procedures. Organizations representing the disabled convinced the Bush Administration to disapprove of Oregon's health care reform bill.

Both Oregon and Washington State recently approved health care reform packages that may become models for national health care. Oregon's plan guarantees coverage for poor people, while the program in Washington is based on managed competition.
