India must engage a failing Nepal

Article Abstract:

In a bid to resolve the political instability and law and order situation in Nepal, King Gyanendra has imposed emergency in the country instead of surrendering the powers to the country's central government. This has brought India into focus because it maintains an open border with Nepal. China's influence is also increasing in Nepal though Nepal shares religious affinity with India. The security and political compulsions on India under such circumstances are discussed and course of action India must take is outlined.

The implications of five nuclear explosions in Rajasthan, India, in 1998 on U.S. India relationships are discussed. India is not signing the Comprehensive Test-Ban Treaty, which is likely to make these relations sourer.
