Indonesia's chance

Article Abstract:

Indonesia is holding elections in Jun 1999, and there are 47 political parties competing in addition to the Golkar party which has been in power for four decades. The result of the elections will be important for Indonesia's future, and could be significant for the future of south east Asia as a whole. Indonesia faces serious economic problems, though there has been agreement on reforms that the International Monetary Fund is seeking. Indonesia could help improve the position of countries in south east Asia, but further progress has to be made.

The lesson of Quebec

Article Abstract:

The issue of Quebec separatism has arisen following the election of Lucien Bouchard's Parti Quebecois with 43% of the vote, less than the Liberals, but a majority of seats. He does not wish to hold a referendum that he could lose, but there is likely to be a constitutional dispute and uncertainty about separatism. A compromise could be achieved, or a rapid referendum to settle the issue. The division of Canada would not be a disaster in global terms, and patriots in Canada may have to accept it.

The centre stops being soft

Article Abstract:

The Canadian Clarity Bill has been published in Dec 1999 by Jean Chretien's Liberal government, and aims to reduce ambiguity in any referendum on independence for Quebec. Federal parliament should vet questions to be asked in a referendum, if the bill is adopted. Federal government would also have the right to decide on what constitutes an adequate majority for independence. Support for separatism has dropped in Quebec, but this could change as a result of the bill.
