Iraqi Charter heads for vote amid discord

Iraq reconstruction is seeing the formation of the constitution but there is discord from Sunni Muslim Arabs. The constitution was signed yesterday by a committee of Kurds and Shiite Muslim Arabs amidst objections by Sunni Muslim Arabs who protest provisions for autonomous sectors without a lot of ties to the central government. Overall, a failed vision of unification.

France returns to normal but maintains state of emergency

Article Abstract:

The civil unrest in France is dying down with a relatively peaceful night and less than 100 arson attacks on vehicles across the country. A state of emergency exists with curfews, massive policing and approximately 3,000 arrests. The violence highlights social inequalities, racial discrimination and anger in the immigrant suburbs of France.
