Madame go-between

Article Abstract:

Elisabeth Guigou, director of the Secretariat General du Comite Interministeriel, coordinates the interministerial relationships in the French government. Guigou's role in the French government includes her administrative duties as a senior civil servant, but she also serves as President Francois Mitterrand's chief adviser on economic and monetary affairs. Guigou was instrumental in affecting the formation of a European Community (EC) central bank, the Eurofed: the proposal for the Eurofed grew out of a policy paper that she coordinated in 1989. As French policy increasingly begins to focus on the EC, the role of Guigou in the French government becomes more important as her Secretariat is responsible for coordinating France's negotiations with the EC.

Hostilities in the Middle East have pushed Europe off the front pages, but the pace of change has not slowed

Article Abstract:

The Iraq-Kuwait Conflict has eclipsed the public discussion of issues relating to the economic and political integration of the European Community (EC), but the pace of the evolution of the EC into a federated superstate continues at the same feverish level as before. The drive towards a single EC economic system, undergirded by a proposed EC central bank, and the enhancement of the European Parliament's role in EC legislation will continue unabated due to two factors: a realization that national economies cannot compete successfully with the US and Japan; and the need to dilute the economic power of a united Germany in a federated economic and political system.
