Is there a future, and can it work?

Article Abstract:

The Delta region of the US lies along the Mississippi river in Louisiana, Arakansas, and some of Mississippi, and has suffered poverty for decades. Unemployment, low educational levels, low life expectancy and lack of running water are all problems in the region or parts of it. Mechanical cotton picking has led to less demand for labor, and cotton acreage has dropped. The gambling industry was seen as one possibility for reviving the region, but it has not spread beyond Tunica, Mississippi. Tourism is another possibility, but committment is needed from the private and public sector to achieve an improvement.

Whines and tears on Tyne and Wear

Article Abstract:

North-east England has been hit by news of plant closures such as Siemens' semiconductor plant, where 1,100 jobs will be lost. The region is calling for a government minister to be appointed to deal with its economic problems, but there are doubts as to whether this would help. The region has been affected by a pause in work linked to offshore petroleum production, since the sector is awaiting a tax review, and by the impact of world events on foreign investment. Despite these problems, the region has not been especially badly hit, and ministers can have little impact on world economic forces.

A federation in dispute

Article Abstract:

There is greater inequality between the different states in Brazil than in any other federal democracy, and regional policies have not been able to tackle the problem. Inequality is increasing between major urban areas and rural areas in the north-east, and there are serious social problems in Sao Paolo, linked to the problems of industry there. Tax reform is needed, and the states should not be bailed out by federal government, but allowed to raise funds at investors' and their own risk.
