Jiang's big bet

Article Abstract:

Chinese Communist Party Chief Jiang Zemin did not satisfy public expectations when he spoke at the party's 15th Congress on Sep 12 1997. Party congresses occur only twice in each decade, and previous party leaders have used the occasion to ease the way for major reforms. However, Jiang spoke in complex terms, which were open to varied interpretation, and led many Chinese to consider him an ineffectual leader. The only clear policy was on reform of state enterprises. The state will retain ownership of 512 of the largest state enterprises, but the other 117,500 must find other solutions.

Forward or back?: party congress could clarify Jiang Zemin's direction

Article Abstract:

It is uncertain as to whether Jiang Zemin will reveal himself as a modern leader of China, or a conservative figure. At the Chinese Communist Party's 15th Congress, opening on 12 September Jiang will have to focus on Tiananmen Square terminology, progressive politburo Standing Committee member Qiao Shi and his people, and media friendliness.
