Listen up: UN urges Vietnam to rethink poverty spending

Article Abstract:

The United Nations Development Program issued a report on Nov 9, 1995 criticizing the Vietnamese government's spending emphases, given a World Bank study that found 51% of the population lives below the poverty line. Some 90% of the poor are in the countryside, as does 80% of the overall population, but nearly half the foreign aid to the country goes to the two wealthiest cities, Hanoi and Ho Chi Minh City. The report calls on the government, which has in the past year given the problem more attention, to consult more with the poor in planning.

Article Abstract:

Foreign banks in Vietnam have begun medium-term lending at remarkably low rates, though few seem happy about it. The State Bank of Vietnam is applying pressure for them to show confidence in Vietnam's economy, the banks want to build goodwill with the govt and future major clients, and bank headquarters and clients outside Vietnam both want to see more loans made. Industrial & Commercial Bank of Vietnam recently borrowed $30 million for five years, and several other deals with private and public entities are in the works.

Article Abstract:

Firms such as cognac maker Martell are advertising heavily in Vietnam, despite the fact that prohibitive tariffs prevent them from selling their product there. Smugglers, however, do sell Martell Cognac in Vietnam, and the company is hoping that the smuggling and advertising combination will give them the upper hand when the market opens. According to one estimate, as much as 90% of the liquor in Vietnam was smuggled in.
