MACHINERY COS, MILLS CLASH OVER OLD EQUIPMENT IMPORT

Article Abstract:

The domestic textile machinery industry has been affected by import of second hand machinery. According to the Federation of Indian Textiles Engineering Industry, domestic manufacturers share has declined due to irrational duty structure and cheap imports of second hand machinery. The domestic demand for textile machinery and accessories increased to Rs2,495 crore in 1997-98 (Rs1,245 crore in 1991-92). However the share of the indigenous industry has declined to 47 percent in 1997-98 (82 percent). Textile machinery manufacturers are against import of second hand machinery at concessional customs duty of ten percent. They feel that India has good engineering skills and does not require imported second hand machinery. Most of the second hand machines imported are obsolete machines. Textile mills however favour import of second hand machines since it will enable them to modernise and upgrade technology at minimum cost. They are against the removal of yarn dyeing machines, stenter, high speed multicylinder hot sizing machines from the list of items eligible for 10 percent duty as these capital goods are used for value addition to the textiles industry.
