Innovation must not be sacrificed

Article Abstract:

Applicants for Engineering and Physical Sciences Research Council (EPSRC) research funds are being given the opportunity to comment on their referees' opinions in an experiment that provides a way for the intellectual community to bolster confidence in its own processes. Giving researchers the chance to debate comments on their proposals can deepen and sharpen their judgement of where to go next. The EPSRC is also trying to widen the groups from which peer reviewers are chosen since the ability to set imaginative research agendas is not limited to older, more established researchers.
