Article Abstract:

Supreme courts have to tackle issues that may be contentious, and their legitimacy may be questioned. Judicial review is found in all democracies and newer democracies from eastern Europe have introduced the practice. This is partly as a result of a reaction gainst expanding state power. Constitutional courts have a twofold role, which is both political and judicial. Their power depends on moral authority since they lack direct power on their own.

The popularity of Ontario premier Bob Rae and his NDP party has dropped since the surprising election win in Sept 1990. With the Ontario economy in recession Rae's expensive social policies and harsh government regulations seem ill suited to bring about recovery.
