The burden of proof

Article Abstract:

India's coalition government has repeatedly emphasised its commitment to the economic reforms which were launched in 1991. However, in practice little real encouragement is being given to foreign investors or to India's own private sector. Indeed, many observers are now beginning to question the government's commitment to economic reform. India is regarded as being almost completely closed to investment, especially in comparison to other countries in south east Asia.
