Education secretary John Patten is planning to expand enrollment in technical education so that it will reach 1.12 million in 1995-96. The plan addresses the shortage of trained workers that many say has made Britain a second-rate industrial power.

A new reform law allows UK high schools to receive state money based on number of students initially enrolled. Abuse occurs when students with poor chances of passing academic courses are encouraged to enroll even though predictably they fail.
