Article Abstract:
South Korea elected Kim Dae Jung, an opposition leader, as president in 1997, and protests by former ruling party members could threaten reforms. South Korea has seen drops in private consumption and industrial production, and almost 10% of the labor force is unemployed. Kim also has to tackle the budget deficit. Meanwhile, North Korea is causing concern, and Kim is seeking to improve relations between South and North Korea, despite little encouragement from North Korea.
