Mexico's Pres Salinas's economic reforms have produced stable if unspectacular results, with annual growth rates of 3.8% since 1989. However, in mid-1992 an economic downturn may be underway, due in part to the effects of the US recession and in part to waning support for North American free trade.

The Mexican political and economic situation is uncertain, with the Clinton administration not hurrying to finalize a free trade agreement and complaints about election rigging. Pres Carlos Salinas may have actually received fewer votes than his opponent in 1988.
