Article Abstract:

World economic conditions are worsening in Sep 1998, and deep recession has affected much of East Asia and Japan. Russia has carried out an effective debt default, China could devalue, and Latin America could be hit. Economic growth is forecast at 1.% for 1998 and 1.7% for 1999 by J.P. Morgan, compared with 4% average for 1996 and 1997. Commodity prices could drop further if Russia dumps commodities on world markets, and investor confidence has been hit. US and European policymakers should allow for low interest rates and widening budget deficits if necessary, to avoid a depression.
