Oscar Luigi Scalfaro, Italy's unneeded nanny

Article Abstract:

Italian president, Oscar Scalfaro, aims to continue in his role when a new president is selected in May 1999. Italian presidents sign bills that become laws, select prime ministers and are able to dissolve parliament. Scalfaro has been president during a turbulent time in Italian politics, and has sometimes intervened in a timely way, selecting some good prime ministers. At other times his judgeement appears less sound, for example when he did not dissolve parliament in 1994 when Silvio Berlusconi encountered problems, and he has also failed to make democracy more effective in Italy.

Vote, vote, vote: New Zealand

Article Abstract:

The governing National Party recently held two referendums: one to determine if voters wanted to choose a a new parliamentary system and the second to indicate what system. The 'mixed member proportional' system of Germany was favored by 70% of voters.

Holding on to nanny: Tokelau

Article Abstract:

Tokelau has expressed its content with its status as a dependency of New Zealand, angering other island states which seek an end to colonization in the Pacific. The atoll receives aid from New Zealand and retains traditional village governing systems.
