Article Abstract:

Environmental damage has been limited in democracies due to popular pressure to protect the environment. Food and energy supplies have responded to the price mechanism and this mecahnism has meant that serious problems have been avoided. Markets alone do not always solve problems and markets can fail for a number of reasons, for example when prices do not signal pollution costs. Lack of knowledge can cause problems, and this means that markets can perform better than governments. Poor countries tend not to be democracies, and democracies tackle pollution better, so poor countries tend to creete worse pollution problems.

Wet at last: Zimbabwe

Article Abstract:

Recent rains in Zimbabwe need to continue for years to relieve the drought that has sabotaged the country's economic recovery plan. Zimbabwe has distributed donated food to the neediest areas and provided incentives for farmers, but it needs to encourage foreign investment.

Bad timing: Zimbabwe

Article Abstract:

Pres Robert Mugabe's harsh economic reforms were put in place just before the drought began in 1991. Strict trade controls were forced open by the dire need to import food. The budget deficit which was supposed to be reduced has grown instead.
