Out of jail and on to the street

Article Abstract:

Prison gangs have been set up in Texan jails, where conditions are becoming increasingly violent. Texas is tackling crime through high levels of incarceration, and there is little incentive for convicts to behave better if they are not allowed parole. The largest gang is the Mexican Mafia, involved in drug dealing, prostitution, robbery and assassination. Deals outside prison are coordinated by inmates. Prison gangs tend to have longer lifespans than street gangs. White supremacist gangs also exist and have carried out racially motivated murders.

Texas will soon award a 5-year contract to one of three firms bidding to administer the state's social spending programs, and other states are considering similar privatization schemes. Electronic Data Systems, one of the Texas contenders, is also a key player in the growing workfare placement industry.

Of schools and senators: Texas politics

Article Abstract:

Texas is proposing constitutional amendments to change the way it runs its public schools, funneling money from richer counties to poorer ones. Gov Ann Richards has pledged support for the amendments, but she may be more concerned with Lloyd Bentsen's Senate replacement.
