Liberia's interim government, Charles Taylor's rebel forces and the United Liberation Movement signed a pact to suspend the nation's three-year-old civil war. The UN-sponsored talks were prompted by the evolution of the West African peacekeeping force Ecomog into a war faction.

Privatized pensions are likely to do worse than the government-sponsored pensions that were ended about ten years ago. A shortage of investment vehicles means depressed returns, and the operating costs of pension-management firms is rising.
