Article Abstract:
Burma's military leaders have gained attention as the United States and Europe consider renewing their annual sanctions against Rangoon. An argument that U.S. sanctions has not achieved the aims of the group of Burma specialists and have been counterproductive in moving the country towards democracy is presented.
