Nuclear jaw-boning: Pyongyang talks tough and keeps options open

Article Abstract:

US-North Korean negotiations over North Korea's withdrawal from the nuclear Non-Proliferation Treaty were held on Jun 2 and Jun 4, 1993. North Korea failed to rescind its withdrawal, which will go into effect on Jun 12, but unexpectedly did agree to more talks on Jun 10. Most observers expect North Korea to carry out its threat, which would undermine the international promotion of non-proliferation. However, North Korea's willingness to continue the talks means that compromise is still possible.

Article Abstract:

North Korea has used the Dec 17, 1994, downing of a US helicopter in its own territory to great political effect. It has driven a wedge between the US and S Korea, and split US leaders while laying the groundwork for the direct talks with the US it has long sought. US special envoy Thomas Hubbard seems to have overpaid in prestige and precedents set in exchange for the return of the surviving pilot. US congressional critics intend to reopen the US - N Korea agreement that preceded the downing.
