Possible presidents

Article Abstract:

Peru has held municipal elections in Oct 1998, and the independents have performed best in the provinces. Most new mayors back regional or local interests. Alberto Andrade has been re-elected mayor of the capital, Lima, and is seen as a possible presidential candidate, though he has promised to stay in the post for four years and not to compete for the presidency. The traditional parties have not performed well, and the local leaders lack unity to back a single candidate in presidential elections scheduled for 2000.

A refuge for ex-presidents

Article Abstract:

There are a number of former president living in Panama, including Raul Cedra from Haiti, and Jorge Serrano from Guatemala. Cedras is writing his memoirs in Panama and has income from real estate in Haiti. Serrano has faced charges of corruption but appears unworried. Abdala Bucaram from Ecuador is also living in Panama and could face trial if he returns to Ecuador. He has considered campaigning for his former office from Panama, but has decided against this.

Let voters choose: Latin America's presidents should serve more than one term if that is what voters want

Article Abstract:

The tradition of strongmen, who have taken control of countries in Latin America, has led to one-term presidential limits in most of these countries. However, this limitation may now be hurting the countries and it no longer seems necessary, now that democracy has gained firmer ground in the area.
