Price of self-reliance: success came slowly and expensively

Article Abstract:

Some successes and failures of India's policy of self-reliance in science and technology are presented. The attempt to develop a domestic digital exchange system was cited as an example of re-invention. India could have imported existing technology and modified it for local conditions at 1/3 of the cost for developing the technology entirely by local efforts. In contrast, India's Insat-2 communications satellite, developed locally and launched on an Ariane vehicle, would enable India to save millions of dollars that would have gone to the purchase of US or European satellites.

Rages to switches: Reliance-Nynex lead Indian telecom bidding

Article Abstract:

Petrochemicals and textiles company Reliance Industries and NY telecom company Nynex have teamed up to bid for 20 of the 21 basic circles and 18 of the 20 cellular circles India offered for bidding in June. Bidders showed more interest in cellular than in basic circles, apparently because of the lower infrastructure costs involved. In all, 32 joint ventures bid for cell regions and 16 for basic licenses. Cellular winners will be announced July 15, and basic suppliers Sept 15. Reliance-Nynex have won several by default.
