Putting talent out to tender

Article Abstract:

Architects working for local authorities are critical of the government's plans to introduce compulsory competitive tendering for architectural services. They believe the introduction of outside companies will diminish the experience and knowledge built up by the authority's architects department. They also foresee conflict between client and consultant roles within their departments. Many local authority architects departments are restructuring in response to the legislation and some welcome the opportunities for working more closely with the private sector.

Article Abstract:

Compulsory competitive tendering (CCT) for local authority services is to be extended to include architectural services. Under CCT, local authority departments have to compete with private firms for contracts to provide services. Since it was introduced in the 1980s, the government has identified practices which are thought to put the outside tenderer at a disadvantage. It has commissioned working groups to examine the professional services due to become subject to CCT regulations in 1994 and this will include consideration of quality criteria.

Traditional skills help create a twentieth-century crafts gallery

Article Abstract:

The Harley Gallery in Welbeck, England, was converted from a private gas works by architect Leo Godlewski. The gas works were located on the Duke of Portland's estate. The craftsmen's gallery was created for The Harley Foundation. The building consists of an auditorium seating 100 spectators, a treasury and two galleries.
