Race against time: Mujahideen seek gains as peace nears

Article Abstract:

Preparations are being rushed for a proposed 15-member interim governing council in Afghanistan, which has received the support of the incumbent Pres Najibullah's government and neighbor countries Pakistan and Iran. The composition of the council depends on the outcome of talks slated for Apr 1992 in Islamabad, Pakistan. However, mujaheddin groups based in Pakistan and Iran vowed to reject any government that does not meet their demands, among which are the assurance of Shia Muslim's rights and the exclusion from the council of members of Najibullah's ruling Watan Party.

Good omens

Article Abstract:

The solution to Afghanistan's civil war may be at hand as a result of UN-backed peace initiatives. UN Secretary General representative Benon Sevan persuaded President Najibullah to hand over power to a planned all-Afghan neutral interim government and to exclude himself from subsequent government and peace conferences. A UN-backed Afghan grand assembly will be convened in April either at Vienna or Geneva. Pakistan and Iran have indicated unequivocal support for Sevan's proposals, although some fundamentalist mujaheddin groups have refused to cooperate.

Ethnic animosities

Article Abstract:

Guerilla forces formerly allied with each other are engaged in a bitter and bloody struggle over Kabul and other parts of Afghanistan. There seems to be no easy solution to the ethnic conflict between the different mujaheddin groups. The Afghan government and the guerilla forces opposing it are against plans by the UN to send troops to the country. However, the government is seeking UN humanitarian aid. The division of Afghanistan according to ethnic lines is opposed by Pakistan and other countries.
