Regroup and relaunch: US unveils new war planning strategy

Article Abstract:

General Colin Powell announced details of the Clinton administration's post-Cold War military policy on Sep 2, 1993. Powell, who will soon step down as chairman of the Joint Chiefs of Staff, and Defense Sec Les Aspin developed the 'win-win' strategy for waging and winning two major regional conflicts (MRCs) simultaneously. This strategy replaces the previous 'win-hold-win' plan by which the US would seek immediate victory in one MRC while standing its ground in the other. However, the two strategies may not differ as much as Powell and Aspin believe.

Win, hold, confuse: South Koreans worried by new US military strategy

Article Abstract:

South Koreans were upset by Defense Sec Les Aspin's May 1993 discussion of a 'win-hold-win' military strategy in which the US would fight one regional conflict while holding enemy forces in a second conflict. The US subsequently assured South Korea that this policy would not be followed in the event of an attack by North Korea. Aspin reaffirmed support for a 'win-win' strategy, but this option is constrained by defense budget cuts. US forces in South Korea have been cut by 16% between 1990 and 1993.

Leaner and meaner: reduced forces to have better arms

Article Abstract:

Defense Sec Les Aspin proposes reductions and spending cuts for the US military which would result in a smaller yet better-equipped fighting force. However, post-Cold Warthreats and contingencies need to be identified before any troop reductions cantake place. Although critics have assailed his proposed fighting force as dangerously anemic, Aspin counters that they are merely taking an 'all or nothing' approach to the use of force.
