Regulating Europe's information highways

Article Abstract:

The European Commission is clearly aware of the need to establish a regulatory system within the European Union which will address the interests of all parties involved in the rapidly developing network of information superhighways. There are specific characteristics about information superhighways, such as the transmission of material in digital form, which make new regulations necessary. At present, many of the laws and regulations relating to the transmission of information are nationally based, and it is now time for regulation at European Union level.

Europe awaits the information society

Article Abstract:

There are large amounts of communications data slowly materialising to fill the information highways, with multimedia applications, such as distance learning, video-on-demand and tele-shopping the most promising sectors. Cable television operators are keen to move into the telephone market but are hindered by restrictive regulations in most countries. The first priority in Europe is the liberalisation of infrastructure, which would bring about a fully integrated personal communications environment.

1996 and all that: making Europe work

Article Abstract:

The outcome of the next intergovernmental conference (IGC) in 1996 will depend on whether EU governments can implement radical changes. The IGC will have to consider future security and defence arrangements, the structure of the EU, broadening the scop of the co-decision procedure, the introduction of certaiin clauses dealing with civil protection, tourism and energy, and the hierarchical classification of EU legislative acts.
