Article Abstract:

It is vital that Pakistan and India both clearly demonstrate their willingness to become part of the growing international consensus on nuclear non-proliferation, according to US Deputy Secretary of State Strobe Talbott. The US would not support a revision of the Nuclear Non-Proliferation Teaty to allow India and Pakistan to be nuclear weapon countries, and could not contemplate modifying the Comprehensive Test Ban Treaty terms to encourage India to sign. It is vital that the international community maintains a positive dialogue with India.

Long shadow: Southeast Asians have China on their mind

Article Abstract:

China's expansive ambitions in the South China Sea went unspoken but chilled the atmosphere at the 1995 summit of Southeast Asian leaders in Bangkok. The Assn of Southeast Asian Nations hopes to engage Beijing with a protocol for a new Southeast Asia Nuclear Weapon-Free Zone and the Mekong River Development project, but will resist yielding more on the Spratly Islands and other maritime issues. China maintains it will resolve issues peacefully and other countries say reassuring China is a top priority, but tensions are still rising.

Free fall: China-U.S. ties are paralyzed by politics

Article Abstract:

Tensions in the govts of the US and China preclude any quick repairs to their deteriorating relationship, exacerbated by the detention of Harry Wu and the US visit of Taiwan's president. The US had hoped for a meeting between President Bill Clinton and Chinese President Jiang Zemin, but the succession crisis in China prevents would-be leaders there from backing down on issues important to the US, while a pro-Taiwan Congress limits Clinton's actions. Chinese human rights abuses and arms sales are also factors.
