The Israeli-Palestinian peace process is stalled mainly over redeployment in Hebron, in the West Bank, while the violence continues. Binyamin Netanyahu and Yasir Arafat accuse each other of stalling over points such as removal of Israeli settlers and the Israeli army's right to assure security in the area.
