Regional governments in Russia have been gaining in power since the 1996 presidential election. There are huge disparities between regions, with some flourishing economically, while others are desperately poor. Some regions are making direct deals with foreign investors.

The city and region of Novgorod in Russia is showing strong economic growth under its elected government, led by regional governor, Mikhail Pursak. In 1996, it attracted $166M in foreign investment. Other local governments hope to repeat the success of Novgorod.
