STATE PLANS TO DELICENSE POWER GENERATION

Article Abstract:

The 1998 Karnataka Electricity Reform Bill plans to delicense power generation in Karnataka. It also plans to open the power generation sector to competition to enable free trading of power in the future. The Bill plans to call for public involvement in finalising tariff by the State Electricity Regulatory Commission (SERC). The bill proposes to offer copies of the power purchase agreements between SERC and the power generators to the public. It plans to fix the tariff on the basis of the paying capacity of the consumers. (ag)

AUTOMATIC NOD FOR BIG IPP PROJECTS

Article Abstract:

The government has decided to accord automatic clearance to independent power projects (IPPs), with 100 percent foreign participation up to Rs1,500 crore in the transmission and generation sectors. This clearance will be applicable to all hydro electric power projects and coal, oil and gas-based thermal power projects. Such projects can be cleared by the Reserve Bank of India instead of the Foreign Investment Promotion Board. (gsh)

NEW NORMS MAY FORCE MANY IPPs TO REVISE PPAs

Article Abstract:

The ministry of power has made it mandatory for independent power producers (IPPs) to adhere to the guidelines issued on June 9, 1998 for providing counter-guarantee cover. Power purchase agreements which have already been approved by state governments will now have to be renegotiated. The governments of Karnataka and Tamil Nadu have asked their IPPs to conform to the new guidelines or not ask for counter-guarantees. (khr)
