Estimating returns to scale in DEA

Article Abstract:

A simple procedure, based on two linear programming variants of the of the Banker-Charnes-Cooper model, inputs and outputs oriented formulations, has been developed to estimate returns of scale (RTS). The proposed estimation technique, unlike conventional methods, does not provide exact RTS magnitude but rather an accurate classification of RTS into constant, increasing or decreasing rates. Moreover, the proposed technique provides a solution to the identification problems related with the local nature of the RTS property.
