Second thoughts: neighbours question plutonium plan

Article Abstract:

Japan's plan to use plutonium in fast breeder reactors met stiff opposition from various countries. Some of the objections raised were environmental risks posed to international sea lanes, danger from terrorists or hostile governments, nuclear fuel proliferation and channelling to nuclear weapons. The US, which had originally given permission to the plan, said it supports the plan in principle, but also indicated that Japan must adjust to new world realities, taking into account the real threat of proliferation and the negative world opinion it could generate.
