Germany forced the EC into recognizing Croatia and Slovenia, raised interest rates, and exerts the most influence on Eastern Europe, so it is accused of flexing its muscle. Economic problems of unification will make it unable to assume leadership of Europe for most of a decade, however.

Awaiting the German ja

Article Abstract:

German ratification of the Maastricht treaty, approved by both houses of Parliament, depends on a constitutional court, which will hear several suits against the treaty. The German government dreads any small recommendations for changes, which would delay ratification.

Germany is reluctant to engage in foreign affairs, because it is still preoccupied with the consequences of reunification. Pres Helmut Kohl is considering reducing the armed forces of Germany from 420,000 to 300,000.
