The future of Prairie agriculture

Article Abstract:

Participants in the conference on the Future of Prairie Agriculture at Saskatoon, Saskatchewan in Mar 1988 agreed that consistent government policies and perhaps a national agricultural strategy are required for the future viability of Prairie agriculture. The Economic Council of Canada sponsored the two-day meeting of 220 individuals with a stake in the Western farm economy. One panel of experts reviewed options and selected diversification as a key element in resolving the crisis. Canada's choices are limited by the glut of grain on the market, the growth of protectionism, and the large dependence of price upon US government policies.

Creating jobs in the private sector

Article Abstract:

A study of the Canadian Employment Tax Credit Program (ETCP) determined that the net addition to manufacturing employment was only 20%. Small and medium-sized firms hired almost 90% of the participants. Workers enjoyed a modest increase in the length of their employment but neither weekly wages nor employment prospects were increased. The net ETCP cost of $9,400 for each person-year of employment compared favorably with the cost of creating the same job through other means. Wage-subsidy programs with a focus on the private sector do not appear to be inflationary and have a role during periods of high unemployment.
