Stalling for success: Chinese try Britain's patience on Hongkong talks

Article Abstract:

The UK is objecting to the slow pace of negotiations with China concerning elections for Hongkong's District Board and Legislative Council in 1994-95. Britain's representatives are unhappy that five rounds of talks have produced little progress. Hongkong Gov Chris Patten will confer with UK Prime Minister John Major in London in Jul 1993 to discuss how to speed up the talks. The UK may set an early deadline for the talks to give the Chinese an incentive to move forward. China may regard a compromise with the UK as unachievable.

Military frictions

Article Abstract:

China and Britain continue to dispute Hongkong military matters as reunification in 1997 approaches. As British troops draw down to 3,000 in 1994, London and Hongkong are trying to turn the land the military no longer needs over to civilian development. China wants to keep the land for its own military presence there, which initially will consist of 10,000 troops, and seems to be winning this round. Like the British presence, China's military presence in Hongkong will be largely symbolic.

Article Abstract:

Political controversies between China and the UK have brought considerable publicity to the Hongkong civil servants and British diplomats who are managing the colony's transition to Chinese rule. Hongkong's Sec for Constitutional Affairs Michael Sze and the UK's Anthony Galsworthy, leader of the British portion of the Joint Liaison Group (JLG), have been the focus of the media's attention. However, most of the real transition work has been carried out at low-key JLG meetings.
