Attempts to control traffic in narcotics are examined in detail. Lessons from the prohibition era in the US are explained. The damaging effects of current policies are set out, and include an assault on civil liberties, opportunities for corruption, and non-whites being more likely to be sent to jail.

Ways of dealing with illegal drugs and the problems they create are examined in detail. The Netherlands and Switzerland have both set up ways of tackling the problem which are more tolerant than those found in the US and Britain.
