Stopping the school bus

Article Abstract:

White families in Charlotte-Mecklenburg argue that busing should end, since it has achieved its aims of improving the performance of black students, while white students cannot gain entry to some popular schools. Legal action by the white parents raises questions about segregation. US neighborhoods tend to be white or black, and resegregation appears to have begun. Forced busing makes children tired and loosens links that bind communities. One proposal is for schools to be built in areas that are racially mixed. There is concern that schools in inner cities could contain mainly poor black children unless efforts are made to prevent this.

Article Abstract:

George W Bush has stressed local control and accountability in his drive to reform schools in Texas. test scores have shown a dramatic improvement, and minorities have performed especially well, with a closing gap between scores of Latinos, blacks and whites. There is still a high drop-out rate and critics argue that the curriculum is geared too closely to tests. Bush proposes a 5 billion dollar projects to ensure that all US children are able to read by the time that they are nine-years-old.

Performance-related pay is being introduced for teachers in Denver, Colorado, with a pilot project to be followed by a more ambitious plan, if offficials achieve their goal. Some teachers see a need for accountability, though there is concern that standardized tests may not take into account the difficulties of teachers in some locations such as inner cities. The control of public school bureaucracy is one issue that is likely to be reduced, whatever testing methods are used.
