Watchdog cuts its teeth: Japan's year-old stocks agency meets scepticism

Article Abstract:

Japan's Securities and Exchange Surveillance Commission, established in Jul 1992 to regulate the country's securities market, has favored a moderate enforcement style in its first year. Only two highly publicized actions against unlawful trading have been taken, one in Dec 1992 and the other in May 1993. This hesitancy has caused some observers to doubt that the Commission will be able to control Japan's scandal-plagued market. The many limits placed on the Commission's ability to act probably account for its feeble performance.

Business as usual: economic policy sidelined in election debate

Article Abstract:

Economic policy is receiving relatively little attention in Japan as the country moves toward the Jul 18, 1993 general election due to public preoccupation with political reform, the issue that ended the Liberal Democratic Party's grip on power. However, several economic issues will confront the successor to Prime Minister Kiichi Miyazawa's government. Trade relations with the US will be a major concern, as will the general lack of confidence in Japan's recession-plagued economy.
