Article Abstract:

South Korea's government is trying to interest the US in a new partnership between the two nations' electronics industries. South Korean Trade Minister Kim Chulsu visited the US in Apr 1993 and broached the idea of combining American prowess in research and development with South Korean manufacturing skill. Such an alliance could lead to new designs of semiconductor chips, computers and computer-related products. Though both South Korean and US firms were skeptical about the proposal, the South Korean government believes such a partnership would help overcome Japanese dominance in electronics.

Article Abstract:

The normalization of relations between China and South Korea will lead to economic benefits for the two countries. It will be easier for South Korean industries, which have been plagued by falling profits brought about by increasing competition from other countries and high labor wages at home, to invest and to trade in China. However, these benefits will not be felt until 1993. Additionally, investments by South Korean firms will undergo a thorough observation from Chinese trade officials. Investors will also be hindered by lack of capital.

The US and South Korea have been holding continuing talks designed to liberalize international trade policy in the latter in return for technical assistance from the former. A bilateral trade agreement will be signed in Sep 1992 by the leaders of both nations. South Korea has been asked to dismantle its trade barriers and liberalize its policy on foreign investors while the US is set to assist the former in the computerization of its customs.
