The PLA puzzle

Article Abstract:

China's plan to participate in Hong Kong's civil government after 1997 may cause disruption in the country's Executive Council (Exco). The policy-making body's traditional inclusion of the commander of British forces might be construed to apply to People's Liberation Army (PLA) officers as well. However, the negative financial reaction that met the announcement of possible PLA participation in Exco has opened the issue to debate. A relevant law has proved vague and could be subject to conflicting interpretations.

Article Abstract:

Conflict between Chinese and Hong Kong authorities over the colony's plans for a new airport persist, apparently to China's ultimate benefit. Certainly officials in neighboring Guangdong province have been pleased, as their facilities have caught the overflow from Hong Kong's existing, overworked airport. Further delays are likely as China must approve most of the suppliers and companies performing work on the new airport, whose opening date keeps moving back.

The American card: Lu Ping goes international on Hong Kong

Article Abstract:

Chinese officials showed a new appreciation for the international nature of Hong Kong in a recent visit to the US replicating the tour by Hong Kong gov Chris Patten that they condemned in 1993. Lu Ping assured his hosts that Hong Kong will prosper under Chinese rule, a fear raised by China's long insistence that anything to do with Hong Kong would soon be a purely internal Chinese matter. China has yet to reassure Hong Kong itself in the same manner, however.
